PARISH COUNCIL

February's parish council meeting takes place this evening (Thursday) in the village hall, starting at 7.45pm. Items on the agenda include speed limits, road signs, road repairs, village confines and planning matters – the full agenda can be seen on the village noticeboard.

Rather late because of Christmas and New Year, but the following is a brief report on items of general interest from December's parish council meeting (there was no meeting in January).

Noticeboard for Little Preston – This is in hand.

Refuse Collections – These problems now seem to have been resolved to the satisfaction of those involved. It was noted that in Staverton, where the streets are far too narrow for the refuse lorry, red and green bags are available for recycling material.

Village Confines – Discussion took place about the “lines on maps” and the information provided by the DDC representative at the last meeting. It was recognised that these lines had been somewhat arbitrarily drawn without a site visit but there was general agreement that, on the premise that development would be likely in areas inside the lines, this should be as restricted as possible. There was concern over the definition of “development” and, because the lines do not follow any actual boundaries, whether small improvements to property might be unduly restricted. It would be important that each individual application was viewed on its own merit. As the “lines on the map” for this parish as presented by DDC are tightly drawn, it was agreed to accept them as they are, and the clerk was asked to reply accordingly.

Speed Limits – A formal letter has been sent to the Safety Camera Team asking them to come to the village.

Regrouping of Village Signs – The chairman has had a meeting with NCC/Atkins and also had a conversation with DDC to confirm that the WASP funding is still available. NCC has produced a plan for modification to most of the signs in Preston Capes with a cost estimate of £1,417, which is comfortably within the WASP budget. It was agreed to go ahead with getting the signs rationalised, but taking into account the proposed 30mph speed limit in Little Preston.
